Language Access Assistance

Licensing Questions

• Insurance: The majority of answers to questions about Insurance licensing are available in our website at Information for Agents & Brokers. Additionally, questions for the Insurance Licensing Unit can be emailed to licensing@dfs.ny.gov

Consumer Notices

• The contact information for the Department of Financial Services for use in Consumer Notices (Sections 1303 and 1304 of the Real Property Actions and Proceedings Law and Section 265-b of the Real Property Law, Regulation E disclosures, etc.) is (800) 342-3736 and www.dfs.ny.gov.

Legal Inquiries

The Office of General Counsel (OGC) is the legal arm of the DFS and drafts and reviews legislation, regulations and circular letters; conducts disciplinary and other hearings; issues legal opinions; and renders legal advice to DFS staff. You may submit your legal inquiries in writing to OGC via e-mail to counsel@dfs.ny.gov; or by regular mail to the Office of General Counsel, addressed to the One State Street office for legal inquiries related to banking, or to the 25 Beaver Street office for legal inquiries related to insurance.  The full addresses of both offices are listed below.

The Write The Superintendent Form can be used to submit general questions or comments about regulatory related issues to the Superintendent of Financial Services.

Healthy New York

Healthy New York assists small business owners in providing employees and their families with health insurance. Sole proprietors and workers whose employers do not provide health insurance may also purchase coverage through Healthy NY. You can reach the program from 8:00 a.m. through 5:00 p.m., Monday through Friday via the HealthyNY Hotline at 1-866-HEALTHY (1-866-432-5849) or via email to askhealthyny@dfs.ny.gov
