New York has many resources and programs to help small businesses succeed. In this section, you will find some resources, including guides and brochures for small business owners. Also included are links to websites that assist business owners in making important decisions about various issues.
Small Business Insurance
You may make a written inquiry about small business insurance that is general in nature via our Small Business mailbox. Please remember if you do send us an email to include your name, mailing address and telephone number along with your questions and concerns. This information is important because it gives us an alternative means to get back to you if necessary. Please do not attempt to file a complaint against a Department licensee via the Small Business email address. To file a complaint against a licensee use our Online Consumer Complaint form.

Healthy NY Program
The Healthy NY program promotes access to quality health care by providing comprehensive health insurance to those citizens who need it most. Healthy NY is designed to assist small business owners in providing employees and their families with the health insurance they need. In addition, uninsured sole proprietors and workers whose employers do not provide health insurance may also purchase comprehensive coverage directly through the Healthy NY program.
