Some Circular Letters are ministerial in nature, some call for various kinds of insurer performance (e.g., the submission of data or schedules or statements of compliance), and others are substantive in nature. Many Circular Letters have been made obsolete as a result of the passage of time or because of changes in policy at the Department. To assist the Department in this review, all parties directly or indirectly affected by any Department Circular Letter should identify, with justification, those Circular Letters that should not be withdrawn as a result of this review.
