| Circular Letter No. 30 of 1999
advised that, as of December 1, 1999, the Department transferred responsibility for the
conciliation function of the No-Fault arbitration process to the American Arbitration
Association (AAA) and the AAA has established a New York No-Fault Conciliation Center to
perform that function. With the transfer of this function, the AAA now has responsibility
for the administration of the entire New York No-Fault arbitration program. The Department
has been working with the AAA to improve the Departments regulatory oversight of the
No-Fault reparations system. In order to efficiently address issues involving the AAAs billing for costs of the administration of the No-Fault arbitration program, each insurer and self-insurer must designate an individual who will serve as the contact person for assessments with respect to the costs of the Conciliation Center and the Arbitration program. The contact person should be available to handle communications regarding any unpaid assessments for prior years as well as the current assessments.
