Chapter 490 of the Laws of 2011 is effective November 15, 2011 and revises the minimum surplus to policyholders requirement for authorized insurers to write in the Free Trade Zone. In addition Chapter 490 adds a new Class 3 risk. Authorized insurers that are currently licensed to write in the Free Trade Zone do not have to submit a new Application in order to write Class 3 risks. However, effective November 15, 2011 insurers must meet the revised minimum surplus to policyholders as specified in Chapter 490 in order to continue to be licensed to write in the Free Trade Zone.
