NEW YORK INSURANCE DEPARTMENT TO HOLD
PUBLIC HEARING ON PREFERRED CARE PROPOSED RATE INCREASE

The New York State Insurance Department has scheduled a public hearing December 1st in Rochester to consider an application for a subscriber rate change by Rochester Area Health Maintenance Organization doing business as Preferred Care. The companys headquarters is located at 259 Monroe Avenue, Rochester, NY 14607.
The hearing will be held December 1, 1998 at 10:30 a.m. at the Cornell Cooperative Extension, Monroe County, 249 Highland Avenue, Rochester, NY.
COMMUNITY-RATED CONTRACTS AND RIDERS AFFECTED:
Group commercial pharmacy riders and Medicare pharmacy riders
WEIGHTED AVERAGE PERCENTAGE CHANGE REQUESTED:
Group commercial pharmacy riders 24.9%
Medicare pharmacy riders 13.4%
MEMBERSHIP AFFECTED: 158,000
PROPOSED EFFECTIVE DATE: January 1, 1999
Health Maintenance Organizations (HMOs) can not raise or reduce subscriber rates more than 10% without the prior approval of the Insurance Department.

Those wishing to speak at the hearing should notify Karen Eldred at 212-480-5262 at the Insurance Departments New York City Office.
Those unable to attend the hearing may submit written statements for inclusion in the official record within ten days of the hearing date to the Public Affairs & Research Bureau at the Insurance Departments New York City Office. In accordance with the Americans with Disabilities Act, the Department will provide a reasonable accommodation, such as a sign language interpreter, a qualified reader, etc., at no charge to any covered individual wishing to attend or testify at the hearing when such a request is made at least seven days before the hearing.
