Superintendent of Insurance Gregory V. Serio today announced that he has named Senior Deputy Superintendent and General Counsel Kevin M. Rampe as First Deputy Superintendent of the Insurance Department effective immediately. Rampe joined the Department as Deputy Superintendent and General Counsel on September 20, 1999 and was subsequently promoted to Senior Deputy Superintendent and General Counsel on February 23, 2000.
"Kevin has been an invaluable part of my administration in a number of important policy-making and management positions," said Governor George E. Pataki. "His appointment as First Deputy Superintendent reflects Kevins extensive capabilities and the high regard with which he is held within the Administration. I am pleased to continue having him as a member of my team."
"Since his arrival, Kevin has played a key role in promoting the dramatic changes at the Department," said Serio. "He spearheaded the Departments financial modernization initiatives including measures undertaken to comply with Gramm-Leach-Bliley, championed and instituted the Departments first-in-the-nation privacy initiatives, led the Departments electronic commerce initiatives, and oversaw the Departments review of recent major life insurer demutualizations. Kevin also instituted extensive administrative changes to improve accountability and efficiency in the Departments Office of General Counsel to make the office better able to fulfill its statutory responsibilities."
In his new position, Kevin will be serving as the Chief Operating Officer of the Department. He will be based in the New York City office.

Mr. Rampe joined the Department from Governor Patakis Office where he served as First Assistant Counsel to the Governor. In that capacity, he was a senior legal adviser to the Governor on Insurance, Banking, Civil Justice, Workers Compensation, and Labor matters. Previously, Rampe was a litigation associate at the law firm of Shearman & Sterling where he was involved in domestic and international securities, antitrust, and contract litigation as well as various commercial arbitrations.
Mr. Rampe received his B.A., cum laude, from Union College and his J.D., magna cum laude, from Albany Law School. He also is a graduate of the Program for Senior Executives in State and Local Government at Harvard Universitys John F. Kennedy School of Government. Kevin and his wife Christine currently reside in Manhattan.
