SERIO ANNOUNCES LATEST DEPARTMENT APPOINTMENTS IN HEALTH AND PUBLIC AFFAIRS BUREAUS
Superintendent of Insurance Gregory V. Serio today announced that he has promoted Charles S. Rapacciuolo to Co-Chief of the Health Bureau effective immediately. In addition, Terri Marchon has been promoted to Director of Communications and Chief Press Officer and Eric Mangan joins the Department as Press Secretary from the Empire State Development Corporation.
"Charlie Rapacciulos wealth of experience and expertise on insurance issues will be a great asset to the health bureau as it continues to serve New Yorks health insurance consumers," Serio said. "I would like to congratulate Charlie on this promotion and I wish him well as he brings his 30 years of experience to the leadership of the Health Bureau. He is uniquely prepared for the opportunities and challenges which lie ahead."
In his new position, Mr. Rapacciuolo will direct the operations of the Health Bureau in the regulation of the financial condition of health carriers, the promotion availability and affordability of health insurance, and the protection of policyholders through the monitoring of underwriting and general claim practices of insurers. He has been with the Department since 1973 and prior to this newest assignment, Mr. Rapacciuolo was Assistant Bureau Chief for the Property Bureaus Market Division, where his duties included overseeing the Property Underwriting Unit including the review of submissions under the Terrorism Risk Insurance Act of 2002. Mr. Rapacciulo holds a B.S. in Accounting from St Francis College in Brooklyn.
Ms. Marchon has been with the Department since 1999, working as a press officer she expanded the Departments insurance outreach efforts to New Yorkers around the State. She received her M.P.A. from New York University and her B.S. in Communications from Cornell University.
Joining the Public Affairs and Research Bureau is Eric Mangan whose prior work experience includes more than six years of work in the public affairs arena at both the Empire State Development Corporation and the New York State Division of the Budget. He has a B.A. in Political Science from George Washington University.

Joined by Eric, who brings valuable experience to the bureau, the Departments public face is in distinctly qualified hands," said Serio. "The expertise of both Terri and Eric will strengthen the Departments ability to promote important initiatives."
