DINALLO NAMES FOUR TO NEW LEADERSHIP POSITIONS

        Superintendent of Insurance Eric Dinallo today named four individuals to new leadership positions within the New York State Insurance Department.

        "I am pleased to announce these changes and promotions," Supt. Dinallo said. "In the first six months of this administration, we have successfully begun to tackle problems previously seen as intractable, including breaking the impasse at Ground Zero, reforming the workers’ compensation system and revamping the New York Liquidation Bureau. Those named today have played an important role in this success. Congratulations to them and I look forward to working with them as they assume their new portfolios."

        Dr. Hampton Finer has been named Deputy Superintendent for Rates and Competition. He will direct rate review activities and manage Department policies for maintaining competitive, innovative and stable insurance markets. Finer joined the Insurance Department in January 2007 as Senior Policy Advisor and Chief Economist and played a major role in the Department’s workers’ compensation reform efforts, which resulted in the State’s largest rate reduction ever. He came to the Department from the New York State Attorney General’s Office, where he directed that office’s economic analysis activities. He was the lead economist in a number of cases, including the mutual fund market timing investigations and a multibillion dollar health insurance merger review. Finer was previously a staff economist at the Federal Trade Commission and a lecturer at Cornell.

        Steven Nachman is Deputy Superintendent for Fraud and Consumer Services, overseeing the bureaus handling consumer complaints, licensing and fraud investigations. Nachman joins the Department from the New York Liquidation Bureau, where since April 2007 he was Assistant Special Deputy Superintendent and Chief Compliance Officer. Prior to that, Nachman served since 2000 as an Assistant Attorney General in the New York State’s Attorney General’s Office. There, he headed the Auto Insurance Fraud Unit from 2001 to 2007. That unit, created in 2001, charged more than 300 defendants, had a conviction rate of 90% and was credited with a significant role in the reduction of New York State automobile insurance rates. From 2000 to 2001, Nachman was with the Crime Proceeds Strike Force of the Criminal Prosecutions Bureau, receiving the 2002 Louis J. Lefkowitz Memorial award for Outstanding Performance. In addition to spending four years in private practice, Nachman served as an Assistant District Attorney in the New York County District Attorney’s Office from 1991 to 1997.

        Louis W. Pietroluongo is Deputy Superintendent for Disaster Preparedness and Business Continuity Planning. His responsibilities include the Department’s preparedness systems for natural disasters, terrorist incidents and an influenza pandemic; emergency communications, evacuations and operations; and serving as Incident Commander in times of emergency or disaster. Pietroluongo joined the Insurance Department in 1998 as a Deputy Superintendent and served as First Deputy Superintendent from April 2002 to January 2007. He served as Acting Superintendent in January 2007. Pietroluongo serves on the Financial and Banking Information Infrastructure Committee, New York State’s Homeland Security Committee, New York State Disaster Preparedness Commission and is the Department Liaison with the State Emergency Management office and the New York City Office of Emergency Management. During his tenure, the Department received two "Workforce Champion Awards," including one for the Department’s efforts after the September 11th attacks. Prior to joining the Department, Pietroluongo served for 32 years with the New York City Police Department, where he rose to the rank of Deputy Chief.

        Christopher F. Rulon has been named Deputy Superintendent for Operations, handling the day to day operations of the Department. Rulon joined the Department in June 1998 and has served in a variety of functions, most recently as Director of Administration and Operations. In that role, he was the chief advisor to the Superintendent and First Deputy Superintendent on all administrative matters and directed the Department’s administrative functions. Rulon has 26 years experience in State budgeting and fiscal management, and 20 years experience in State contracting and procurement. Before joining the Department, Rulon served as Assistant Director of Financial Administration for the New York State Higher Education Services Corporation from 1989 to 1998 and as Director of Financial Administration in the New York State Division of Probation and Correctional Alternatives from 1987 to 1989. He began his State career as a budgeting analyst with the New York State Division for Youth in May 1981.
