Superintendent James J. Wrynn today announced that Martin A. Schwartzman has been named Deputy Superintendent for Strategic Planning and Market Initiatives, a new post designed to ensure that the Insurance Department is operating as efficiently and effectively as possible in meeting the needs of consumers and industry.
"I look forward to working closely with Marty in this new leadership position. Marty has broad experience in a wide range of significant insurance issues. He is a valuable member of the Insurance Department and has compiled an excellent record of public service,” Wrynn said.
In his new position, Schwartzman will help the Superintendent in meeting his goal of making sure that New York remains a competitive insurance marketplace with choices for policyholders and an attractive place for insurers to conduct business. Schwartzman will review agency procedures and processes and propose changes to ensure that the Department is as efficient and effective as possible. He will also study the Department's structure to make sure that it fits the current state of the insurance market. At the Superintendent's direction, he will undertake special projects. He is currently playing a leading role in the efforts to develop reform proposals for medical malpractice and title insurance.
Previously, Schwartzman served as Assistant Deputy Superintendent and Chief of the Life Bureau, the Insurance Department Bureau responsible for supervising more than 500 life insurance companies, retirement systems, reinsurers, annuity funds and other entities. Prior to that assignment, he served as Director of Policy Initiatives, Assistant Chief Examiner of the Department’s Property Bureau and Supervising Examiner with the Health Bureau.
Schwartzman has participated in various National Association of Insurance Commissioners (NAIC) committees and assisted the Superintendent on the Life Insurance and Annuities (A) Committee. Schwartzman was project coordinator for the New York State Medical Malpractice Taskforce and supervised the rate and form filings units of the Property Bureau. He was a key participant in developing and supervising the implementation of a risk-based examination program for the Health Bureau.
A graduate of Hofstra University, Schwartzman has numerous professional designations and memberships. He is a Certified Financial Examiner (CFE), Certified Insurance Examiner (CIE) and Chartered Property and Casualty Underwriter (CPCU). He was an instructor in Hofstra’s CPCU program for more than 10 years. He resides in Bayside, Queens, with his wife, Caryn, and their twins, Robby and Allyson.
