Superintendent of Insurance Neil D. Levin today announced that he has named Audrey Samers to the position of First Deputy General Counsel effective immediately. Ms. Samers had previously served as Deputy General Counsel since November of 1998 and was appointed Special Counsel to the Superintendent on Holocaust-Related Issues in May of 1998.

"Audrey is a valuable member of our team," said Superintendent Levin. "Her knowledge of financial services is critical as we transition into the post-Gramm-Leach-Bliley era. I look forward to working with Audrey in her new role as she takes on broader responsibilities critical to the success of the Department’s initiatives."

In her current role as Deputy General Counsel, Ms. Samers has overseen the Department’s e-commerce and privacy initiatives while also providing senior day to day management oversight in the Department’s Office of General Counsel. Ms. Samers has played a prominent role in the Department’s review of a number of corporate transactions, including day to day oversight the demutualization of the Metropolitan Life Insurance Company. In her new role, Ms. Samers will take on expanded responsibilities to prepare the Department for the challenges presented by financial services modernization.

Ms. Samers joined the Department from the New York law firm of Fried, Frank, Harris, Shriver & Jacobson where she was a litigation associate focusing on complex securities transactions, mergers and acquisitions, proxy contests and tender offers. Ms. Samers received her B.A. from the University of Pennsylvania and her J.D. from Columbia University School of Law.
