Superintendent of Insurance Howard Mills today announced the appointment of Susan Donnellan as the New York State Insurance Department’s Deputy Superintendent and General Counsel. Ms. Donnellan had been the Department’s Deputy General Counsel since July 2000.

"Susan Donnellan has been a tremendous asset to the Insurance Department’s Office of General Counsel over the past six years and I look forward to working with her in her new leadership role on legal and policy issues facing the Department," Superintendent Mills stated.

As Deputy General Counsel, Ms. Donnellan provided legal and policy advice to the Department regarding complex regulatory, enforcement, and corporate transaction matters while also being charged with day-to-day oversight of the Department’s Office of General Counsel. In addition, she was instrumental in developing the Insurance Department’s privacy and e-commerce initiatives and played a key role in the Department’s enforcement investigations into the conduct of brokers and insurers.

Prior to joining the Insurance Department, Ms. Donnellan served as Associate General Counsel of the Life Insurance Council of New York (LICONY) and before that was Counsel and Secretary of Swiss Re Life Company America.

Ms. Donnellan, who resides in Manhattan with her husband, received her B.A. from the State University of New York at Stony Brook and her J.D. from Fordham University School of Law.
