Superintendent of Insurance Neil D. Levin today announced that the Insurance Department will hold a public hearing in Manhattan as part of its review of a rate increase application filed by Oxford Health Plans (NY), Inc. Oxford has asked that the increases, affecting approximately 55,000 direct pay HMO and HMO point of service members in New York City, Long Island, and Dutchess, Orange, Putnam, Rockland and Westchester counties, become effective April 1, 1998.

Oxford is requesting an overall weighted average increase of 55.2%. The requested average increase is detailed as follows:

Direct Pay Contracts
HMO-New York County (Manhattan)
HMO-All Other Counties
HMO/POS-New York County
HMO/POS-All other Counties

Weighted Average Increase

These increases DO NOT affect Medicare supplement or small group policies.

The public hearing is scheduled for:

March 10 at 10:00 a.m.

Individuals wishing to testify at the hearing should contact the Insurance Department at 212-480-5262 so that a schedule of speakers may be prepared. In accordance with the Americans with Disabilities Act, the Insurance Department will provide a reasonable accommodation at no charge to any covered individual wishing to attend or testify at the hearing when such a request is made at least seven days before the hearing.

Those unable to attend the hearing may submit written statements for inclusion in the official record within ten days following the hearing date. Written statements should be directed to: Public Affairs & Research at the New York State Insurance Department, 25 Beaver Street, New York, NY 10004.
