Summary: The bill amends the Insurance Law to permit the Superintendent to require that filings and submissions made pursuant to the Insurance Law be submitted to the Department by electronic means. Specifically, the bill adds a new Insurance Law § 316 to grant the Superintendent the authority to require, by regulation, that an insurer or other person or entity making a filing or submission with the Superintendent pursuant to the Insurance Law, make the filing or submission by electronic means. The bill would permit an insurer or other person or entity to request an exemption from the requirement upon a demonstration of undue hardship, impracticability, or good cause, subject to the Superintendent's approval.
