Fingerprinting Procedures

(Banks, Credit Unions, Investment Companies, Trusts)

Certain applications such as de novo bank charters, credit union charters and change of control of banking organizations require individuals to include fingerprint records. In addition, Department policy requires that in certain types of notifications individuals provide their fingerprint records.

DFS uses IdentoGO by IDEMIA for fingerprinting services. IdentoGO is the exclusive live scan fingerprinting provider for DFS as well as the New York Division of Criminal Justice Services, and is a certified FBI Channeling Agent. 

For the most part, IdentoGO Centers located in New York State should be used for fingerprinting for New York under contractual agreement between DCJS and IdentoGO, however, some IdentoGO centers located outside of New York State (with limited but expanding availability and an additional fee as explained below) have been authorized for use.

To schedule an appointment for fingerprinting, go to the IdentoGO website or call (877) 472-6915.

Appointment scheduling via the IdentoGO website is available 24/7/365. Appointment scheduling via the call center is available from 9:00 a.m. to 9:00 p.m. Monday through Saturday.

Identification

Use the IdentoGO website to learn what ID to bring to an Appointment.

Service Code

When making your appointment, you will need your Service Code. Note the correct Service Code associated with the ORI number for your license/application type below.

You are responsible for ensuring you enroll for the correct service. If you enroll for the wrong service, your prints cannot be transferred, and you will need to enroll again, and will incur additional cost to you. If you are uncertain of your correct Service Code, please contact DFS.

Applicant Information Form

The Department's Applicant Information Form includes the information above, as well as all information an individual will need to provide at his/her appointment. It is recommended that the form be completed and taken to the scan site for reference and convenience during the appointment.

If the appointment is scheduled through the Morpho website, Morpho recommends that you print out the confirmation page and bring it to the appointment.

Fees

A fingerprinting fee will be payable at the IdentoGO site at the time of your appointment. The fee will cover the DCJS fee, an IdentoGO service fee as well as an FBI fee if required. 

If the fingerprinting is done at an IdentoGO center located outside of New York State, an additional and separate fee will be charged.


Receipts

At the fingerprinting location, your ID documents will be reviewed, fingerprints will be scanned and your photo will be taken.

You will be given two receipts indicating your name, fingerprinting location, date and time, fee paid and reason for fingerprinting. You must submit one receipt to DFS with your application, submission or biographical affidavit as proof of fingerprinting. Retain the other copy for your records.


Re-scanning

If fingerprints do not scan properly due to image quality reasons, IdentoGO will contact you and advise that you must schedule an appointment for re-scanning. There is no cost for re-scanning within one year from the date of your original submission.


Obtaining Rolled Fingerprint Cards

Applicants Who Cannot Access a New York State IdentoGO Site

For those who cannot access an authorized IdentoGO site as described above, two hard copy rolled fingerprint cards must be taken and filed with DFS. This method may be more costly, delay the processing of your application, and should only be used when absolutely necessary.

Fingerprint Cards

The individual must obtain the hard copy fingerprint cards from the Department. Requests for fingerprint cards should be sent via email to [email protected]

The email must include:

  • ORI # NY921970Z;
  • The reason for requesting the cards (application type as shown above)
  • The number of cards requested (please note that two cards per person are required)
  • The name and address of the person to whom they should be sent
  • A telephone number to call if we need to contact you.

When the fingerprint cards are received, confirm the ORI number printed on them.

Only ORI # NY921970Z can be used for applications related to the institution types listed above. If another ORI # is printed on the cards that you receive, do not use them. Contact the Department via email to request a new set of cards.

Complete the information on the fingerprint cards according to the Fingerprint Card Instructions. Fingerprints may only be taken by a law enforcement or government agency. You must obtain a receipt with information verifying the source of the fingerprinter. The Fingerprint Certification Form must be completed at the time the fingerprints are taken.

Please note that any costs for taking the fingerprints are the responsibility of the individual. These costs are in addition to the fees payable to Morpho, as noted below.

Submit the following directly to the Department as part of the application:

The fee covers the processing by DCJS, the FBI, and the Morpho vendor fee. Payment by debit or credit card may be made using section 3 of the Request for Fingerprint Card Services form. Payment by personal or business check, certified check, bank check, or money order should be made payable to Morpho Trust USA and submitted with the application. If you pay by third-party check, print the applicant's name at the top of the check.

The Department will mail all documents to Morpho for scanning.

Re-Scanning

If the fingerprint submission is rejected for image quality reasons, Morpho will contact the individual via US mail and advise him/her that fingerprints must be retaken. While there is no additional charge for reprocessing, individual may be required to pay a charge to the entity rolling the fingerprints. Individuals may obtain additional cards from the Department in the manner described above.
