Free Trade Zone Applications, Reports and Filings
An authorized insurer may obtain a special risk license pursuant to Article 63 of the Insurance Law to write in the "Free Trade Zone. To be licensed to write in the "Free Trade Zone", the insurer must be in compliance with the requirements specified in Article 63 of the Insurance Law and Regulation 86.

Application to Add Risks and Coverage
The free trade zone class two requests should be submitted by completing and emailing the following form to [email protected].
License Application
To obtain a special risk license, an authorized insurer must complete an application for license under Article 63 of the Insurance law.
Application fees may be paid using DFS Connect. The $2,000 Special Risk/Free Trade Zone License Application Fee is required to be paid prior to the submission of the filing. A payment request will be made as part of the online application process. DFS Connect accepts ACH and credit card payments.

A copy of the notarized application must be scanned and submitted to the Department through DFS Connect. The Application is available in PDF and MS Word format for download and can be uploaded following the submission of the online application, using 'Add Documents' function in DFS Connect.

The special risk license is valid from September 1st to August 31st each year.
License Renewal
The authorized insurer must submit a renewal application annually before July 31st to renew the special risk license.
Renewal applications and fees can be submitted via DFS Connect. A payment request will be made as part of the application process. DFS Connect accepts ACH and credit card payments.

Schedule C-1 Quarterly Filings
All companies authorized to do business pursuant to Article 63 of the Insurance Law are required to complete and file Schedule SR and the Exhibit of Premiums and Losses Pursuant to Article 63 on the New York Supplement to the Property and Casualty Annual Statement and are also required to file a quarterly Supplemental Schedule for All Property Insurance Companies Licensed Pursuant to Article 63 of the New York Insurance Law (Schedule C-1) with the Department annually.

Once a filing is closed, you cannot contact DFS on chatter regarding that specific filing. To contact the Property Bureau about a closed filing, email [email protected].

- Use a supported browser including the latest version, plus one previous version, of Firefox, Chrome and Safari.
- You may need to disable “pop-up blocker” settings in your browser before using DFS Connect.
- Scheduled maintenance may make an application unavailable between 7:30 and 7:45 a.m.
- Portal and DFS Connect apps may not be compatible with certain smart phones, tablets, and mobile devices.
