How to File a Complaint About a PBM or Drug Price Spike in DFS Connect

What is DFS Connect?

DFS Connect is a secure online portal that New York State consumers can use to submit a complaint about a Pharmacy Benefits Manager or to report a drug price increase to the Department of Financial Services.

To file a complaint using DFS Connect you will need an NY.gov ID. An NY.gov ID is an account that allows you to securely access certain New York state government services online securely. Below you will find instructions on how to set up a my.ny.gov account to gain access to DFS Connect.


Create an NY.gov ID Account

Go to my.ny.gov and click the Create an Account link.

Select the type of account you wish to create. Click Personal.

On the following page, click on the Sign Up for a Personal NY.gov ID button.

Step 1: Account Information

Enter your account details, create a username and click Continue.

Step 2: Personal Information

Provide the required personal information and click Continue.

Step 3: Review Your Information

Confirm the details for your account are correct, and click Create Account.

Check your Email Inbox. An email with an activation link will be sent to the email you provided.

Activate Your NY.GOV Account

Open the email from NY.gov ID with the subject Welcome to NY.gov ID.

Click on the link in the email to activate your account.

Answer the secret questions and save your answers. These questions will be used to help you if you forget your username or password for my.ny.gov. You will be taken to a page confirming that your secret questions and answers have been saved. 

Click Continue.

Enter and confirm your New Password and click Continue.

You will see a confirmation message that your New Password has been reset. Click Continue.

You may be directed to the New York State services page. If so, click Log out to exit the page.

Access DFS Connect

Visit DFS Connect at https://dfsconnect.dfs.ny.gov/complaint.

Enter your login credentials and click the Sign In button.

Click Agree if you agree to the terms and conditions from the Department.

Once your account is active, you can visit DFS Connect at any time to submit additional complaints, review and edit drafts, see the status of a complaint, check for notifications, or add additional records to a complaint.
