What is DFS Connect?
DFS Connect is where certain regulated entities manage consumer complaints, file and upload documentation, and correspond with the Department. Some entities use DFS Connect to manage all of their interactions with the Department, including licensing, renewing licenses, compliance matters, payments, and examination activities.
DFS Connect is also the secure portal that New York State consumers use to submit complaints regarding PBMs and spikes in drug prices to DFS.
What's New in DFS Connect?
DFS Connect is now available for banking institutions and virtual currency businesses for use during examination activities. Consumer Complaints
Complaints about Pharmacy Benefits Managers and Drug Prices
DFS Connect is a secure online portal that New York State consumers can use to submit a complaint about a Pharmacy Benefits Manager or to report a drug price increase to the Department of Financial Services.
To file a complaint using DFS Connect you will need an NY.Gov ID. NY.Gov ID is an account that allows you to securely access certain New York state government services online securely. If you don't have an NY.Gov ID go to my.ny.gov to create an account. If you already have an NY.gov ID, visit DFS Connect to file a complaint about a Pharmacy Benefits Manager or to report a drug price increase to DFS:

The Department uses DFS ID to provide secure, single-sign-on access to most DFS applications, including DFS Connect. You will use DFS ID credentials and multi-factor authentication (MFA) to access DFS Connect, so be sure to have or download an authenticator app (e.g., Google or Microsoft Authenticator) on a mobile device before signing in. Industry users using DFS Connect for the first time will need to receive an invitation from their Entity Administrator. Administrators are responsible for inviting users to join their entity and register for a DFS ID account as needed. Entity Administrators manage their entities and users in DFS ID.

DFS Connect for Financial Institutions
DFS Connect is used by banking and virtual currency institutions to conduct all examination activities. This includes:
- Viewing and responding to First Day Letters, Transmittal Letters, and Reports on Examination and submitting required exam documentation
- Corresponding with the Department during ongoing examinations
The Department uses DFS ID to provide secure, single-sign-on access to most DFS applications, including DFS Connect. Access DFS Connect by visiting DFS ID in a web browser and entering DFS ID login credentials, or using the button below:

DFS Connect for Insurance Companies
Insurance entities should use DFS Connect to submit only the below insurance filings and to correspond with the Department about those filings.
The following Insurance-related filings are now available in DFS Connect:
- Acquisition of Control of a New York Domestic Insurer
- Disclaimer of Control of a New York Domestic Insurer
- Capital Distribution Requests
- Certified Reinsurer Status Application
- Certified Reinsurer Status Application Passporting
- Enterprise Risk Management Report
- Holding Company Management Services Agreement
- Holding Company Reinsurance Agreement
- Reciprocal Reinsurer Status Application
- Reciprocal Reinsurer Status Application Passporting
- Special Risk/Free Trade Zone Initial/Renewal License Application
- Special Risk/Free Trade Zone Schedule C-1
Only the filings above can be submitted through DFS Connect. All other filings should continue to be submitted in the usual manner. If the company uses the DFS Portal to submit other filings, the company should continue to follow the same procedure for submitting through the DFS Portal. Payment Through DFS Connect
Payments and fees associated with filings submitted via DFS Connect are required to be paid through DFS Connect prior to the final submission of the filing. A payment submission prompt will appear during the application process.
DFS Connect accepts ACH and credit card payments.
DFS Connect for PBMs
Pharmacy Benefits Managers (PBMs) use DFS Connect to manage interactions with the Department, including:
- Reviewing and renewing licenses
- Reviewing and responding to complaints
- Reviewing and responding to compliance matters
- Paying assessment fees
- Updating information
- Managing examination activities
The Department uses DFS ID to provide secure, single-sign-on access to most DFS applications, including DFS Connect. Access DFS Connect by visiting DFS ID in a web browser and entering DFS ID login credentials, or by using the button below:

Drug Manufacturers use DFS Connect to submit responses to 111 letters and to view information on drug price spike investigations that have been opened.
