On-line Transactions Result in Real-Time Licensing Of Agents

For the first time property/casualty agents in New York State can renew their licenses over the internet Superintendent of Insurance Gregory V. Serio announced today. The new on-line program for property/casualty agents builds on the on-line technology of individual life and accident and health licensees that was unveiled last year.

"Individual life and accident and health licensees were the first licensees to be able to renew their licenses over the internet last June and we are pleased to continue the success with property/casualty agents," said Serio. "The successful use of technology to improve customer service and enhance efficiency and communication between regulators and the industry is a key component of the Governor’s e-Government initiative, promoting a government without walls."

Electronic licensing allows the Department to improve customer service. It saves both time and money while eliminating the number of incomplete applications submitted. Each application is verified as it is submitted to ensure completeness.

Electronic licensing allows agents to complete the Department’s application for license renewal on-line in a secure, encrypted environment and works as follows:

  • A licensee will access the application on the Department’s Web site and key in a password unique to that user.
  • Once the entry is cleared and the license is selected, instructions appear to assist the licensee in completing the application.
  • Once the application is completed, the user is asked if they want to pay by credit card or check.
  • Licenses are issued to those who pay by credit card within 24-48 hours, while those who decide to pay by check are mailed their licenses upon receipt of payment by the Department.

In June 2001, life agents were able to renew their licenses on-line followed in October 2001 by the unveiling of an on-line complaint form that enabled consumers to file complaints against Department licensees electronically over the internet.

In addition, in November the Department launched an interactive consumer health insurance Web site allowing consumers to compare HMOs on-line and in December the Department commenced on-line processing of non-resident brokers licenses through the National Insurance Producer Registry (NIPR), contributing to a streamlined multi-state licensing system. The Department continues to move forward with key initiatives such as original on-line licensing and expansion of non-resident licensing through the NIPR to agents.
