Non-resident Agent Licenses Can Now be Obtained Through Streamlined National System

Superintendent Gregory V. Serio today announced that non-resident insurance agents can now obtain a license on-line through the national licensing system, National Insurance Producer Registry (NIPR). This on-line licensing of agents builds on the process that commenced for non-resident brokers last December.

"NIPR enables multi-state licensing with the filing of just one uniform application and provides for most effective and efficient licensing for all agents and brokers," said Serio. "Now agents and brokers in any state in the country can submit one application and become licensed in multiple states. I am happy to declare that the realization of a national licensing system is within reach via the processing efficiencies of NIPR."

Currently New York State is one of 10 states participating in this national licensing system and the NIPR has set a realistic goal to have 35 states fully participating by year-end.

New York State is leading the way in the national effort to establish a streamlined multi-state licensing process. In June 2001, New York successfully implemented an on-line renewal process for life and accident and health licenses and in February 2002, the Department introduced an on-line property casualty agent license renewal. In addition, earlier this month, the Department introduced an on-line original application process for brokers and agents which allows first time applicants to apply on-line 24 hours a day, 7 days a week.

NIPR is a national licensing system controlled by the states which manage and operate the electronic initiatives of the NAIC, specifically the Producer Database (PDB), and the NIPR Gateway, (formerly PIN) an automated agent appointment and termination process. These two initiatives, PDB and NIPR Gateway support the third and most important initiative - electronic multi-state, non-resident licensing (NRL). The electronic database, the PDB, stores a significant part of the individual states licensing data which automatically allows an agent, company or an insurance regulator anywhere in the country to process licenses and appointments and terminations from a single point of entry.
